Fix monitoring filters bug

Special thanks to a customer for flagging this bug in our new data explorer:

The Filter-by doesn't seem to work, but maybe we slice our data too thin? I like the categories a lot though.

The ability to filter metrics was being impeded in certain cases due to an issue with how we hashed metric_ids.

We've now migrated to an improved hashing function and filtering functionality should work across the board.
